The Progressive Liberal Party (PLP) was founded in 1953 by men of courage and conviction who believed that Bahamians deserved a fair chance to shape their own future.
Among them were Henry Milton Taylor, Cyril St. John Stevenson, and William Cartwright – three visionaries who stood against the entrenched power of the oligarchic “Bay Street Boys”. Their efforts gave birth to a movement that would forever change the course of Bahamian history.

A Legacy of Inclusion
From day one, the Progressive Liberal Party committed to ending political and economic exclusion. It championed voting rights, labor protections, and equal opportunity for the Black majority—culminating in the historic 1967 victory that ushered in Majority Rule and ended minority control in Bahamian politics.
Building a Modern Bahamas
Under Sir Lynden Pindling, the PLP led The Bahamas to independence in 1973 and laid the foundations of a modern nation. His administration established public healthcare, universal education, National Insurance, the Royal Bahamas Defence Force, and major infrastructure across the islands.
Leadership in a New Era
After Pindling’s retirement, Perry Christie took the helm, focusing on social development, culture, and economic growth. His government expanded tourism, launched Urban Renewal, piloted National Health Insurance, and championed support for the creative industries—all guided by a “Bahamians first” philosophy.
Restoring Trust and Opportunity
In 2021, Philip “Brave” Davis became Prime Minister, bringing deep working-class roots and legal expertise to national leadership. His administration has focused on economic recovery, restoring public trust, and empowering Bahamians through ownership, job creation, and social protections.

Davis Administration Accomplishments
Since September 2021, the Progressive Liberal Party government has delivered concrete accomplishments across every sector of national life – from the economy’s strong rebound (with record tourism and rising employment), to social advancements like free school meals and new youth programs, to landmark investments in infrastructure, education, and housing.
Through prudent governance and bold initiatives, the Davis administration has put The Bahamas on a path to greater prosperity, resilience, and opportunity for all Bahamians.
Economic Recovery and Job Growth
When the Davis Administration took office, The Bahamas was in crisis. Today, the economy has made a strong recovery and is moving forward with steady growth.

The economy grew by 14.4% in 2022 and 4.3% in 2023, eventually restoring output beyond pre-COVID levels. Unemployment fell to 8.7% in 2024 – the lowest rate since 2008, as tens of thousands of jobs were created or regained across tourism, construction, and services.
Over $15 billion in new investments are funding development throughout the archipelago, including billions in Grand Bahama and the Family Islands.
To spur growth, the government is investing heavily in Family Island infrastructure, airports, and the expansion of quality healthcare for all Bahamians.
The result is strong economic growth, record labour participation, and rising consumer confidence under the PLP’s first term.
Fiscal Stability and Credit Upgrades
The Davis administration’s prudent fiscal management reduced the deficit significantly. The deficit fell from over 10% of GDP in 2020 to 1.3% in 2024.

Reforms to strengthen tax compliance (without raising VAT) led to revenues outpacing GDP growth. In April 2025, Moody’s revised The Bahamas’ sovereign outlook to “Positive” for the first time in 17 years, citing the “meaningful fiscal consolidation” and debt reduction achieved post-COVID.
This landmark upgrade signals regained investor confidence.
The government also executed an innovative $300 million debt-for-nature swap in 2024, unlocking $124 million for marine conservation while improving the debt profile.
These moves – coupled with continued positive projections – underscore the PLP’s success in restoring financial stability.
Record-Breaking Tourism Numbers
The Bahamas’ tourism sector has shattered all previous records under this PLP administration. In 2023 the country welcomed 9.65 million visitors, exceeding pre-pandemic highs, and 2024 saw an unprecedented 11.22 million international arrivals – the most in Bahamian history. This two-year surge reflects strategic marketing and new airlift/cruise capacity.

The $300 million Nassau Cruise Port redevelopment, opened in May 2023, is a centerpiece of this success. It expanded berth capacity and added a Junkanoo museum, amphitheater, and 70+ local vendor outlets, ensuring visitors are “immersed in our heritage, creativity and excellence” upon arrival.
To restore the city centre as a place of pride and economic activity, the Davis administration initiated wide-ranging efforts to revitalise Downtown Nassau, demolishing derelict buildings, installing new lighting and surveillance systems, commissioning murals, and improving Wi-Fi access. Plans also call for a Junkanoo Theme Park and Museum.
To assist Bahamians in owning a piece of the tourism product, the government has made funding available for tourism business owners, fly fishing business owners and AirBnB owners, and has also provided rent-free accommodations for business owners via the tourism business incubation hubs and access to digital sales via the Tingsea Marketplace.
In response to the unprecedented tourism growth, major resorts on New Providence, such as Baha Mar, Atlantis, and Four Seasons have announced expansions.
Beyond New Providence, Carnival’s Celebration Key and the Six Senses resort are underway in Grand Bahama, and will soon be joined by the $800+ million redevelopment of the Grand Lucayan Hotel, among other developments. Across the Family Islands, major brands like Bulgari, Ritz-Carlton, Montage Cay, and others are making key investments as well.
The result is hundreds of new hospitality jobs, record tourism earnings fuelling growth in the wider economy, and more opportunities for Bahamian ownership in the tourism sector.
A New Energy Era
We are at the beginning of an energy revolution that will provide more reliable, more affordable energy to Bahamian households on every island in our archipelago. The PLP’s comprehensive vision for energy reform includes cleaner fuels, modern infrastructure, and widespread solar power.

When we took office in 2021, the situation was dire. We encountered a power grid and power generation system on life support. BPL was drowning in over $600 million in debt, needed $500 million in critical upgrades, and was running on a fragmented patchwork of 29 power stations across 17 islands.
We’ve designed a comprehensive transformation that reimagines our entire energy ecosystem from the ground up.
This represents the largest coordinated energy investment in our nation’s history—a $1 billion+ investment including $820 million for New Providence projects and $324 million for Family Island projects. By 2030, we will have 128 megawatts of solar power, meaning 32% of our energy needs will be met by renewable energy—exceeding the global target of 30%. The LNG conversion alone will deliver $125.6 million in annual savings, while our integrated strategy will generate $87 million in annual savings for BPL. The future of energy is happening right now in our islands, with grid upgrades already underway, the LNG terminal starting before year-end, and all solar systems fully operational by the second half of 2026.
Our comprehensive energy policies are working together to modernize our system and bring electricity prices down in The Bahamas.
Affordable Housing and Homeownership Initiatives
Delivering on its “Housing for Bahamians” agenda, the PLP government has built and allocated hundreds of affordable homes while launching innovative ownership programmes. In May 2022, keys to the first homes in the new Pinecrest Subdivision were handed over to new Bahamian homeowners, and by November 2022, Phase 1 delivered 40+ new houses in that development.

Since then, dozens of homes have been built in subdivisions throughout the archipelago. The Ministry of Housing also rolled out “A Place to Call Home” – a sustainable Rent-to-Own programme – offering working Bahamians an attainable path to homeownership with an initial 50 homes across multiple islands in its pilot phase.
To make homeownership more accessible, in January 2024, the Davis administration expanded first-time buyer incentives. Stamp duty exemption was raised to cover homes up to $300,000 (up from $250k), VAT on construction materials (up to $40k) is now refunded for owner-occupied homes, and VAT on property transfers was reduced. Real Property Taxes on properties valued at $300,000 or below is also now zero rated (up from $250k).
Hundreds of Bahamians have already received keys to new affordable homes under this administration, and many more are in the pipeline. Hundreds more existing homeowners have also benefitted from home repairs, including roof repairs, floor repairs, and the installation of indoor plumbing and bathrooms via Urban Renewal.
Modern Infrastructure
This $6 million overhaul reconstructed nearly a mile of roadway, installed new water mains and drainage, added turning lanes and modern traffic signals, and alleviated chronic congestion around Village Road.
Roadworks are underway in Exuma, Eleuthera, Cat Island, Abaco, and Long Island.

With airport upgrades underway on many of the Family Islands, the Family Island Airport Renaissance Programme is set to transform 14 airports throughout the Family Islands.
The million-dollar Joe Farrington Road Water Project will improve water pressure and supply for the eastern end of New Providence, and multiple large-scale water improvement projects are happening across the Family Islands.
10-Point Plan for Progress
The PLP’s 10-Point Plan is a practical framework guiding our work in government. It includes job creation across all islands, lowering the cost of living, expanding access to healthcare, and transforming the education system.
We are modernizing critical infrastructure, enhancing public safety through smarter policing, and ensuring access to clean, reliable utilities. We are also closing the development gap between New Providence and the Family Islands, promoting transparency in government, and positioning The Bahamas for leadership in renewable energy and the digital economy.

Key Recovery Points
When the PLP assumed office in 2021, the country faced deep economic strain, rising unemployment, and widespread public fatigue following the pandemic and years of poor governance. Our first order of business was stabilizing the nation.
We reopened the economy with care, created thousands of jobs, reestablished investor confidence, and ensured vaccine access and healthcare readiness. Families and small businesses received targeted relief, and our swift action brought the country back from the brink. These were critical steps in restoring public trust and national momentum.
Economic Plan Overview
The Davis administration has laid out an ambitious yet grounded economic plan centered on long-term stability and Bahamian ownership. We are expanding access to credit for small businesses, attracting responsible foreign investment, and modernizing the public sector through digital transformation.
Fiscal discipline is at the core of our approach—we are reducing waste, improving oversight, and ensuring that public resources are used to support national growth and social development.
Our focus is clear: build an economy that works for the many, not the few.
Blueprint for Change
The Blueprint for Change listed ten major areas that the Davis administration would focus on to RECOVER, REBUILD & REVOLUTIONIZE every major sector of our nation, including expanding the economy, investing in infrastructure, developing our Family Islands, empowering Bahamians, and investing in healthcare.
